c) Al and Al clinic scheduled February 26, 2009, 6-10 pm for all 9-12 year old coaches @ Del Mar gym. February 27, 2009, 6-10 pm for all 5-8 year old coaches @ Del Mar gym. Mandatory for all LGLL managers, coaches encouraged. Need $200 fee plus materials

2. Approval of Minutes from Sept. 9, 2008 Meeting. Motion To approve
by R. Munson, Second by A. Holder Approved by those present.

4. 2008-2009 Board of Directors Election.
Due to a lack of a quorum of the Membership present we were unable to
elect a BoD for the 2009 season. The “Membership” class was clarified
to include All Board Members, all committee members, all Managers,
Coaches and Team Parents and Volunteer umpires. The Board directed
Anna to email the slate of board candidates to all members via the
e7sports email system with instructions to accept or reject the
“slate.” Returns will be emailed to John Hutchings.

a. On-Line Registration Report by Info Officer A. Holder
Online Registration will include requirement that at least one parent
register as a volunteer subject to review by the President and Board.
E7sports is offering background checks for $3/person the first year
and$2.50/person next year. E7 uses backgroundchecks.org and meets or
exceed Little League requirements. Crisafulli made motion to accept,
DelBiaggio seconded, Board Approved.
b. Becky motion to purchase Laptop w/wireless, printer/copier/fax
at a price not to exceed $2000 to facilitate online registration data
entry during Address Verification nights. Motion Seconded by Whitney.

directing leagues to move towards 100% volunteer umpires. Leagues

1) Call to order - The Meeting was called to order by President J. Hutchings
2) Approval of Minutes from April 8, 2008 meeting
3) Membership Comment - topic of discussion was cancellation of Farm division playoffs which were replaced by 4 additional regular season games.
a) President John Hutchings addressed the board and Farm managers/coaches present explaining when our meetings occur and that they are open to any members. He also read an email that he sent to the Farm league today.
b) Motion to have guest comments for 2 minutes was seconded and approved
c) Managers and Coaches present: Lang Tibbils, Rob McDonald, Jeff Arburn, Craig Bates, Rene Blum, Jon Buerk, Randall Smith, Michael Greenwood, Dave Anderson, Anthony Hodge.
d) Discussion summary: Farm managers would like to explore option of keeping season ending tournament. Board member Becky Jones asked whether there was a possible compromise. Managers expressed thoughts such as: What changed previous schedule? Tournaments help keep kids focused. Suggested hiring umpires. They didn’t feel there were problems in the division this year or in years past. Children looking forward to tournament. Soccer has Jamboree, why shouldn’t we have a tournament to teach benefits of learning how to win and lose. They also felt that the timing of the cancellation was poor and should have been handled earlier with Farm managers.
e) John Hutchings responded by stating that it was communicated to Steve Darragh that we were looking at canceling the tournament from the time he joined the board. Steve did tell the managers earlier but the issue was not taken seriously. The board did not communicate this to the managers clearly. John then reviewed the past two seasons of playoff issues including managers calling each other cheaters, video taping, parents misbehaving etc. Also, our little league baseball insurance does not allow competitive play on our farm field because of the dimensions. Our paid umpires are also not willing to umpire Farm games. John explained that we should have handled this earlier and our new board timing will allow us to deal with these issues in a timelier manner.
f) Jenice responded to a comment about other league’s Farm playoffs by saying that she is unaware of other divisions playoffs unless it is brought to her attention. She will call other little league tomorrow to discuss some of these issues.
g) Steve Darragh made a motion that Farm playoffs should be eliminated regardless of the insurance issues. Rob Stewart seconded and stated that the board believes that the 4 games at the end of the season will be better for the kids. Vote tallied at 10 for, 5 opposed, and 2 abstain.

a) we had an incident where a t-baller was taken to the bathroom by someone other than his parent. John suggested to the parent that he should call 911 for his kids and others safety. John was off-duty. We all need to keep a close eye on our kids.

a) Question posed to release certain players to play in the District 59 Seniors division since we do not have one.
b) A majority of the board has responded - All responses approve the waiver, no one who responded opposed it. So LGLL approves a waiver allowing Nathan Kadlecek, Bryce Carolan, and Scott Arioto to play in District 59.

a. Local rule to affirm Little League International Policy regarding players who opt out of Little League Majors play also forfeit All Star and Tournament Team eligibility
i. Regarding All Stars a player would need a waiver from Little League to play in All Stars if they opted out of Majors and the board deemed they should be in Majors.
ii. If a player opts out the player agent will inform the parent if it becomes an issue
iii. A player who opts out would not be eligible to be pulled up

John Hutchings explained Kevin and John’s phone conversation. Kevin then explained his side and expressed his displeasure in not having it go to a vote. Motion to approve Munson. - Approval of Minutes from Sept. 11, 2007 Meeting. Motion To approve by R. Munson, Second by P. Haight Approved by those present.
- Sirious Baseball Presentation deferred due to scheduling conflict with A. Siri
- Treasurer’s report / 2008 Budget Prep Deferred to November Meeting by P. Onorato
- On-Line Registration Report by Info Officer A. Holder
- Committee approved vendor: e7 Sports
- Committee needs to meet to review and enter contract plus finalize data to be captured
- Goal is 100% on-line Registration to begin the first week of November.
- Need address and Birth Cert verification for all new league members
- VP’s reports:
- R. Munson requested 2 sets of break away bases for Junior/Senior Program.
- LL requires break away’s for “all levels” Hutchings will clarify with LL regarding need for breakaways at “T-Ball and Single A” levels where local rules prohibit sliding.
- Potential that we may have to purchase 4 sets of breakaways plus reimburse Willow Glen for the set we borrowed for the Section 5 tourney.
- Fields Rob MacDonald requested (via email) that LGLL review the need for the various fields we use during the season. The consensus of those present was that we should continue to renew permits for all of the fields we held permits for last year. Field time/space is dwindling due to competing interests for use. The board believes that if we do not renew all permits then we risk losing the ability to secure a permit for a field we might need in the future.
- Mike Riley will contact Councilman Oliverio and voice LGLL concerns regarding River Glen Park. (maintenance, LGLL and City investment in fields that is not being protected). Bruening, Castignani, Hutchings would also take part in possible meetings with PRNS (Parks Recreation and Neighborhood Services)
- Local Rules and Constitution Review.
- A volunteer committee consisting of A. Holder, L. Rothenberg, B, Jones, P. Haight, R Munson was formed to review the existing Local Rules and Constitution documents and report back to the board on changes necessary to make them current. The goal is to complete this work by the start of the 2008 regular season.
- Open Board Positions:
- K. Milligan withdrew his interest in VP board Position.
- J. Crocker did not respond to invitations to return to his VP Position and his name was withdrawn from consideration.
- Chris Whitney expressed interest in the Open VP position
i. J. Castignani nominated Whitney Second by Haight, Whitney was approved by those present.
- Field and equipment duties will be shared by the individual VPs of T-Ball, A, AA, AAA, & Majors. One of the VP’s (TBD) will be designated as the person authorized to place orders with vendors.
- 2008 Rule Changes regarding pitch count. All present were notified of the recent changes to the Little League Pitch count rules. The sense of the board is that LGLL Local Rules regarding “pitching” should not be modified at this time.
